Black Forest Cuckoo Clock

Not too sure what that label says. The weights and pendulum are present, but the bellows seem to be completely missing from this clock. Cosmetically this clock is fine, and solid, the work needs to be done inside. I've read somewhere that after a certain year, Germany had to be etched or printed on the dial as the other two had, this one does not.
